Mark the timeout parameter as const in various functions

The struct timeval argument in redisConnectWithTimeout(),
redisConnectUnixWithTimeout(), redisSetTimeout(),
redisContextSetTimeout(), redisContextConnectTcp()
and redisContextConnectUnix() is never modified and can
therefore be marked as const.
